TOPEKA – (April 3, 2023) – The Pooled Money Investment Board (PMIB) has named Joel Oliver of Topeka as its new executive director and chief investment officer.
Oliver joins the PMIB with more than 25 years of experience in the banking industry. Most recently, Oliver served more than 15 years as treasurer and chief investment officer for Capitol Federal Savings Bank in Topeka.
“We are delighted to have Joel on board to help direct the operations and investment of state funds,” Steve Bowser, PMIB chair said. “His long experience in the banking sector will help us ensure these funds are maximized on behalf of Kansans.”
State Treasurer Steven Johnson, who serves as a member of the PMIB, also supported Oliver’s appointment.
“With the current budget surplus and interest environment, we are keenly focused on making sure these funds are working hard to produce returns,” Johnson said. “Having Joel’s knowledge and expertise at the helm of the PMIB will be a tremendous asset for Kansas taxpayers”
Oliver said he appreciates the confidence of the Board and looks forward to beginning in the position and serving the State of Kansas.
“I am excited to begin in this position and to serve alongside the Board in managing these state funds,” Oliver said.
Oliver began his new position today.
The PMIB invests the money available from the State General Fund and the hundreds of other state funds deposited with the state treasurer. The PMIB also provides investment management services for other state agencies with investment portfolios, such as the Kansas Department of Transportation and Health Care Stabilization funds. In addition, PMIB’s responsibilities include the management and administration of the Kansas Municipal Investment Pool, which provides an investment alternative for local government entities in Kansas.
